Joe Smith is the publisher of the zine Alternative Incite and founder of the now defunct Red Roach Press and Manual Publishing. He lives in the Maryland suburbs of Washington, DC.

He is a founding member of the Underground Literary Alliance and has written for zines such as Zine World: A Reader's Guide to the Underground Press. Joe Smith is a former member of the punk rock bands Snapcase and The Watchmen. He currently plays in Unring the Bell.
