I think if it's by a zine editor and more like a one-shot zine than a full book, then yes. But if it's by someone that doesn't publish zines or is really just a self-published book, then no. There is a "One-shot" tag with definition on the ZineWiki to add to one-shot zine listings ("A one-shot is a zine without multiple issues. :Also, don't be afraid to create new tags. All you have to do is use it once and save the page. It will be a red link for the category. Click on the red link, write "A list of Chapbooks." and hit save. Viola, a new category is born. And entries can have more than one category too. Some zines are chapbooks, some chapbooks are zines...
